Aim of the conference
The aim of the conference is to enable those who are responsible for vocational education and training in insurance to share their experiences at an international level. In addition, it will work towards a greater homogeneity in both their professional education and training programmes and final examinations in the light of the fact that insurance is an international business. A further aim for the future is to attain mutual recognition of national insurance examinations and qualifications on a European wide basis. In addition, the conference will, as appropriate, and subject to paragraph No. 9 of these rules, take official positions towards governments, the European Union and other organisations or occupational groups. It will also be able, as necessary, to make proposals to such organisations and groups.

Participating countries
The conference is open to all European countries regardless of European Union borders. Should any country outside Europe express an interest in participating, this would be possible and the status of the participation would be as a guest.

3. |
Participating organisations
The national institutes for professional insurance education participating in the conference must provide educational activities for the whole country and be fully representative of insurance education in their country. If there is more than one institute in any one country which fulfils these demands, then that country may be represented by more than one organisation (but see paragraph No. 4 below). Requests for participation should be directed to the head office of the institute in the country organising the conference for that particular year. The preparatory committee (see paragraph No. 8 below) will make final decisions on which organisations will be invited.

Representatives/delegates
Only representatives who occupy a senior position within their organisation can represent their organisation. The number of representatives will be limited to four per country.

Conference Rotation
An ordinary conference will take place annually. The location of the conference will be determined on the basis of rotation. The organiser of the conference will, therefore, change each year.

6. |
Chairmanship
The organiser for the following year will be determined at the end of each conference. At the same time the chairmanship of the conference and of the preparatory committee will pass to the new country. Any queries concerning matters of interest to the conference should be addressed to the organiser during that year which will automatically take on the duties of secretary to the conference.

Financing
In principle, the organiser will take over all the general costs of the conference such as conference rooms, simultaneous interpretation, documentation, meals and any preparatory meetings required as well as the work of secretary during the year. Participants in the conference will bear their own costs for travel and accommodation etc.

Preparatory Committee
Composition
The members of the preparatory committee for the coming year will be nominated at the conference. However, since it is essential that continuity in the membership is maintained, the membership of the preparatory committee will always include a representative of the organising country for the following year as well as a representative of the organising country for the previous year.
Tasks
The principal task of the preparatory committee will be the preparation of the content and organisational aspects for the subsequent ordinary conference. In addition, the preparatory committee can determine topics and other comments for discussion at the conference. The preparatory committee is, through the office of the organising country, the official contact point for the ordinary conference.

Conclusions and comments
Any decisions, communications, conclusions or comments relevant to educational matters to be made in the name of the conference to governments, the European Union and other organisations or occupational groups can only be made on the basis of a unanimous request of those present at the conference.

10. |
Procedural rules
At the request of the preparatory committee, the conference will decide, on the basis of a majority vote of those present, on approval of, changes to or the cancellation of the procedural rules.
